What is an Electrical Inspection and Condition Report (EICR)?

An Electrical Inspection and Condition Report or EICR as it is more commonly called is a series of electrical tests and a visual inspection of an electrical installation to assess it’s satisfactory condition for the installations ongoing safe use.

Why Do I Need A Electrical Installation Condition Report?

An Electrical Installation Condition Report is carried out as far as is reasonably practicable for
• The safety of persons and livestock against the effects of electric shock and burns
• Protection against damage to property by fire and heat arising from an installation defect.
• Confirmation that an installation is not damaged or deteriorated so as to impair safety.
• The identification of installation defects and departures from the requirements of B.S7671 (The electrical wiring regulations) that may give rise to danger.

When would I need an EICR carried out?

You may need an Electrical Inspection Condition Report carrying out for the following.
• The purchase of a new home
• At the request of licencing authorities, public bodies, insurance companies, mortgage lenders, and others that may require periodic inspection and testing such as HMO's.
• A change of occupancy of the premises (especially rented domestic accommodation)
• After additions/alterations of the premises
• Where there is reason to believe that damage may have been caused to the installation, such as after a flood.

Classification Of Danger And Non-Compliances (for use during periodic inspection and testing)

Classification Of Danger or Non-Compliance Description Guidance
C1 Danger present. Risk of injury. Immediate remedial action required. To be attributed to matters that cannot be left. It is suggested that these are rectified or possibly, that isolation may be recommended or necessary. Examples include accessible bare live parts, badly damaged equipment with risk of access to live parts, incorrect polarity, and/or arcing or burning found in switchgear.
C2 Potentially dangerous: urgent remedial action required. To be attributed to issues that, while urgent, do not require immediate remedial action. Examples include non-earthered installation (this requires a further fault to result in danger), fundamentally undersized cables, EFLI values greater than required by BS 7671, a "borrowed" neutral, equipment with inappropiately selected IP (this may warrant C1 if severe), insulation reading under 1 mΩ and connections not housed within appropriate enclosures.
C3 Improvement recommended To be attributed where C1 or C2 do not apply. Examples include the absence of most warning notices, absence of the required diagrams and charts, no or incorrect marking of conductors at terminations, and absence of an RCD specified for additional protection (where the circuit otherwise tests as normal).
FI Further investigation required without delay. To be attributed where the inspection has revealed an apparent deficiency that could not, due to the limitation or extent of the inspection, be fully indentified and where further investigation may reveal a C1 or C2 item. An example could be where characteristics of electricity supply (such as voltage or external EFLI) do not conform to supply industry norms. Mayb also be used where part of an installation included in the scope of the inspection and test could not be accessed.
